Edina Public Schools Strategic Roadmap 2009-2010

Background

Edina Public Schools is nationally recognized. The District has a long tradition of being an innovative and goal-driven school district. 

Since 1989, the District has used the strategic planning process to shape the educational programs and services provided in the schools. The process of planning and managing improvements has allowed the district to create the future, and not merely react to it.

Each year, the District has updated its strategic plan, including a review of the District’s mission, values, beliefs and strategic directions. An internal and external data analysis is a key component of the plan’s update.  The analysis guides the development of the District’s yearly improvement goals and the respective action plans. An assessment of the improvement goals is completed at the end of each school year.

Edina Public Schools Strategic Roadmap

In February 2007, Edina Public Schools began the process of reviewing and updating its strategic plan.  An advisory task force of 42 community and staff members worked with
TeamWorks International, an educational consulting firm, to complete the internal and external data analysis.  This included a review of:

  • student achievement results
  • financial and facility conditions
  • enrollment and demographic trends
  • curriculum patterns and offerings
  • community and school survey results
  • future educational and societal trends

The task force’s analysis was used to develop a strategic roadmap draft which included updating and affirming the district’s:

  • mission
  • beliefs and values
  • vision
  • strategic directions
  • strategic parameters

The draft document was shared with the Edina Public Schools community for input and suggestions. The task force met on May 31, 2007, to finalize its work on the roadmap and to provide input on the 2007-2008 improvement goals and action plans.  The draft was then forwarded to the School Board for its support. On July 23, 2007, the School Board approved the updated Edina Public Schools Strategic Roadmap. This roadmap provides the school district community a strategic educational vision through the year 2010.

The mission of the Edina Public Schools, working in partnership with the family and the community, is to educate all individuals to be responsible, lifelong learners who possess the skills, knowledge, creativity, self-worth, and ethical values necessary to thrive in a rapidly   changing, culturally diverse, global society.

A. Maximize the achievement of all students by developing and implementing personalized learning for each student

The District is committed to improving student achievement by providing a personalized approach to learning for all students. The District will enhance the academic, social, emotional and guidance resources for all students through program initiatives, use of educational data and staff training. The District will provide leading curriculum, assessment, instructional practices and technology which develop both mastery of content and 21st Century learning skills as defined by the District for all learners

B. Assure a safe, inspiring and welcoming learning environment for all students, staff and community members

The District places high value on ensuring that schools are safe and positive places to learn and work. The District will work with the community to implement initiatives expanding school security, easing transitions between the schools for families, and improving the learning culture within the school community.

C. Develop all students as responsible citizens and leaders in partnership with our families and community

The District recognizes the importance of developing student skills through service learning and leadership. The District will work with the community to increase student service learning options, student leadership training and student activities to enhance their ability to be successful citizens for today and tomorrow.

D. Provide learning opportunities beyond the classroom through innovation, creativity and partnerships

The District finds value in creating learning opportunities outside the regular classroom and school day. The District will expand educational program opportunities through technology, mentorship, and other innovative approaches to learning.

E. Raise leadership expectations and increase leadership capacities for all members of the school district

The District sees the power of teamwork – community, families, staff and students – and the importance of everyone working for a common educational purpose. The District will implement policies and provide training that encourages and defines leadership expectations for everyone.

F. Maximize the district’s resources of time, talent, finances and facilities

The District realizes that the resources of time, talent and finances must be aligned to the mission and strategic directions of the District. The District will implement practices and procedures that seek to maximize each of these resources.

View District Strategic Scorecards

Accountability

The District developed and implemented strategic scorecards as the accountability component of the approved 2007-08 Strategic Roadmap Plan. In the spring of 2009, the administration worked with TeamWorks International to revise the scorecards to enhance the accountability and relevance of the measurements to the six strategic initiatives.

During the fall of 2009, TeamWorks worked with the administration and a committee of the School Board to refine the revised scorecards.  The revised scorecards and strategic timeline were shared with the Board as the October 26 work session.  Final scorecard revisions were made by the administration after additional input. The revised strategic scorecards were implemented immediately.

Implementation

Each spring, the district will complete an internal and external data analysis.  The analysis will include an update on the implementation of the strategic plan and the identification of action initiatives and priorities for the upcoming school year. Action plans for each of the initiatives will be identified.  The action plan will include:

The identifiable accountability indicators from the strategic success indicators

The responsible leader for monitoring progress

The level of authority for the action

The targeted reporting date

The School Board will annually approve the action initiatives at the July School Board meeting.  Also, each school site will identify school improvement goals that align with the strategic directions. The action initiatives and school improvement goals are available on the district’s website or upon request.
